Intro to Validating Assessments for RTOs

Registered Training Organisations handle many obligations upon registration, such as yearly declarations, AVETMISS data submission, and marketing compliance. Among these tasks, validating assessments frequently stands out. While we've discussed validation in many articles, a review of the basics is necessary. ASQA identifies assessment review as granular review of the assessment procedure.

In essence, assessment validation is focused on identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the 2015 Standards for RTOs, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations require two forms of validation. The first type of validation of assessments checks conformity with the requirements of the training package within your RTO's scope. The second validation ensures that assessments follow the Principles of Assessment and Rules of Evidence. This implies that we perform validation in both pre- and post-assessment stages. This article will focus on the first type—validation of assessment tools.

The Two Types of Assessment Validation

- Assessment Tool Validation: Sometimes called pre-assessment validation or verification, concerns the primary part of the regulation, ensuring ensuring all unit requirements are met.
- Post-Assessment Validation: Pertains to the conduct, making sure RTOs conduct assessments according to the Principles of Assessment and Rules of Evidence.

Steps to Conduct Assessment Tool Validation

When Should Assessment Tool Validation Be Conducted?

The goal of validating assessment tools is to verify that all aspects, criteria for performance, and evidence of performance and knowledge are included by your assessment methods. Therefore, whenever you obtain new training materials, you must perform assessment tool validation prior to student use. There's no need to wait for your next scheduled validation. Check new materials immediately to confirm they are fit for student use.

Nevertheless, this isn't the only reason to do this type of validation. Conduct validation of assessment tools also when you:

- Improve your resources
- Add new qualifications to scope
- Review your course against training product updates
- Identify potential risks in your learning resources during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Which Training Products Should You Validate?

Keep in mind that this validation ensures compliance of all educational resources before use. All RTOs must validate training products for each unit.

Resources Required for Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your learning resources:

- Mapping Document: The first document to review. It identifies which assessment items meet unit requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an assessment tool during validation. Check if instructions are clear and response areas are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.
- Additional Resources: These may include lists, registers, and templates designed separately from the student workbook and assessor guide. Validate these to ensure they fit the assessment task and comply with subject requirements.

Assessment Validation Panel

Standard 1.11 specifies the requirements for members of the validation panel. It states assessment validation can be performed by one or more people. However, RTOs usually require these guys all trainers and assessors to participate, sometimes including field experts.

Collectively, your panel must have:

- Workplace Competencies and Up-to-date Industry Skills relevant to the unit being validated.
- Current Knowledge and Skills in Vocational Training.
- Either of the following certifications for training and assessment:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Assessment Principles

- Impartiality: Does the assessment process offer equal opportunity and access to everyone?
- Versatility: Is the assessment adaptable to different needs and preferences of candidates?
- Accuracy: Does the assessment evaluate what it is intended to evaluate?
- Dependability: Will the assessment produce consistent results every time?

Guidelines for Evidence

- Relevance: Is the evidence relevant to the skills, knowledge, and attributes described in the unit of competency?
- Sufficiency: Is there enough evidence to ensure that the learner has the skills and knowledge required?
- Genuineness: Does the assessment tool verify that the work is the candidate’s own?
- Timeliness: Does the evidence reflect current skills and knowledge?

Important Factors in Assessment Validation

Pay attention to the action words in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one performance criteria asks students to:

- Perform diaper changes
- Feed babies with bottles and clean equipment
- Prepare solid food and feed babies
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Observe and promote suitable physical activities and motor skills for babies

Frequent Errors

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit criteria is meant to evaluate underlying knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Mind the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to enumerated tasks. As mentioned earlier, if students only complete half the tasks, it’s non-compliant. Each evaluation task must cover all criteria, or the student is not competent, and the evaluation tool is non-compliant.

Can You Be More Specific?

Each assessment task must have clear and specific reference answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your guidelines do not confuse students or trainers.

Steer Clear of Double-Barrelled Questions

Avoiding double-barrelled questions makes it more straightforward for students to respond and for assessors to accurately assess student competence.

Audit Guarantees

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these promises, you must wait for an audit before they help rectify noncompliance. This influences your compliance status, so it's better to take a proactive and compliant approach.

By following these recommendations and understanding the assessment principles and rules of evidence, you can ensure that your assessment tools are valid with the requirements set by ASQA and the SRTOs 2015.
